After a new install, it is necessary to enable / disable the desired plugins and setup their databases

Default setting is enabled, so there is one click per plugin to disable. (see attached screenshot: screenshot1-plugin-disable-enable.jpg)

Suggestion 1:
In connection with installer (see #1846)
Make automatic answers extend to plugins (extra file or extra data in `installer-options.inc.php`)
For each plugin, put disabled/enabled.

Suggestion 2:
All plugins have a "wizard" only with clicks.
Make all steps "skippable" - if plugin is enabled, autoperform all of the steps.

I realize that this suggestion and the others it relates to, require another way to report errors. So I don't expect them to be prioritized any time soon :)
