Description

Current locale system is not easy to use; and it will almost be impossible if we use Zanata (https://translate.zanata.org/iteration/view/galette/0.9?dswid=-3148).

Instead of generating PHP files, maybe could we use zend-18n that will achieve the same result (avoid std gettxt "issues"). String overriding would stay the same, this should be compatible.
