From a discussion on mailing list; it may be useful to diplay a message on Galette when a new version is available; probably for (super)admins (and maybe staff members?).

Using an (animated) toast message on every page load is perhaps a bit too much.
I suggest we only use this message once, on login.
And also replace the "cookie bite" icon in the footer with a pulsating colored icon with a tooltip showing otherwise an update is available.
